In a region that is changing fast—especially in Egypt and Tunisia—there is an urgent need to discuss the problems that afflict Libya and hinder smooth post-conflict reconstruction. Elections are known to produce hung parliaments in established parliamentary institutions. In the case of post-conflict Libya, elections can be expected to result in a ‘hung democracy.’
The reasons are legion and call for special attention and discussion.
